You don't upload the folder to the ranks folder. Delete it all, then start again by uploading all of the ranks themselves to the rank folder. Then once the images are upload go to the ACP.
Then click on the users and groups tab, then look down the left hand side list for the link to 'Manage Ranks'. Click on that then add or edit a rank to add a rank image.
