Are the packages worth it? Like paying $20 a month and being restricted to only 25 online users or is it better with just going to a free software?

Its better just to buy the license and get your own hosting.

I know but it costs a lot of money and I don't have that sort of money. I suppose I could just start with a free host until I get enough money.

Buying the hosting package is worse. If your site gets active, you need to pay like $100 a month so you might as well get a hosting account for less and a license. Its only one time payment.

For now, go with mybb or phpbb and then convert once you have the money. IPB's converter supports lots of softwares so its easy. Good luck.

No they're not worth it, buy a 3rd party hosting service.
