Where did you download it from?

Anyone with a present iOS developer account, that is a paid one can download the SDK. That will also allow you to hash it onto your iPhone

You pay $100 dollars to become a developer. You must own a Mac. You then download the developmental (buggy) frame version. Not a good idea. Just wait 😛
