Or do most people not even bother to read most posts anymore? I've noticed it quite a bit on FP and a few other forums that members just read topic titles and then post whatever the hell they're thinking instead of actually partaking in discussion. I've noticed on most post exchanges almost no one cares to read the rules of the board before posting.
 
I do see this a lot too. I think I do it sometimes but mostly when the question is stated in the topic title.

This could cause problems with users for example if you don't want them to post in x amount of forums.

Well, it depends on the topic title. By adding another opinion related to the title is partaking in discussion no matter what or where the discussion is going. In fact, if the main discussion is not relating to the title, then the whole topic is going off topic. So by adding a comment directly relating to the title is still contributing to discussion.

Agreed!! And I am at a loss to explain it. I notice it as well when I'm chatting with someone on, say, Skype. If I have 3 question's to ask them, I have to ask one at a time because they only read the last line of what I have said. Funny, but when I worked I was in the Healthcare Industry and if a Doctor or Nurse asked you 3 question's you better give them 3 answer's or start looking for another job. Ah hell, I think I've done exactly what your talking about didn't I. No it's not just you.
 
I do this sometimes when the topic is long. I.e., the Obamacare debate awhile back. However, I usually read the first and last pages. That way, I get some sense of what's going on. If I don't think I'm getting it, then I just read back more.
