As far as I know, not without any programs. However, there are a lot of good programs out there that you can just uninstall when you've got what you need to know. 🙂
I am pretty sure CPU-Z will allow you to monitor your ram frequency. Just download and install and click 'Memory' tab. Also GPU-Z is also nice for the GPU side (if you want to monitor your GPU).
Sometimes the BIOS program on your motherboard can tell you the speed and type of RAM your PC is using.
Checking your computer manual or an advertisement or shopping page for your PC on Amazon, Newegg, and other website can tell you what speed of RAM you have,

From the Start Menu open and get the Control Panel.

Scroll down to the section marked System and then select View amount of RAM and processor speed.

From the window that is displayed, you'll be able to see which edition of Windows your PC is running, as well as the system type, processor and amount of RAM installed.

A rating for the Windows Experience Index will also be displayed. This is a score ranging from 1.0 to 7.9 which rates your Windows experience based upon the number of calculation per second your processor makes, the memory operations per second based on the RAM,
Um, most of the time you can see it on a label on your RAM (physical) itself or are you asking on how to check RAM frequency your computer is running on? Since sometimes if you got a 2 different RAM frequency e.g. 1866mhz and 1333mhz, it'll only run 1333mhz for both.
