Get yourself a copy of the same version of IPB you were using before, upload it to your host, import the database, then you could upgrade yourself from IPB 1.3 to Mybb or phpBB what ever you want because IPB 1.3 is insecure.

It's still available, since you were on IPB before, you need to upload that and install your forum on that before you can convert to anything.

Most converter usually just need the DB and not all the forum files. MyBB converter for example, needs only your DB of the forum you are converting from. So as long as the DB is uploaded via MyphpAdmin, he should be able to convert his forum to another software.
