I think it depends on the situation, but not knowing how to dial or text for help with a cell phone when you or someone is in danger is not good.

Learning how to make or customize websites which fits and load well on most smaller low resolution screens on mobile phones, tablets, and netbooks can also make your website has a little more traffic since when I am on a mobile, I tend to only visit a few sites which will load quickly, and is not too big for my mobile.

It's more important nowadays to be proficient with a mobile device than an actual PC. Of course this is different for someone like an administrator but for the average joe definitely.

I agree these days most users would be better serve with mobile device like tablets for reading newspapers, Twitter, YouTube, Facebook, or just making a short phone call or text saying "you'll be late" then starting up a computer just to check a status, or to write a short e-mail which can take minutes instead of seconds with a mobile device because of the longer start up time of a typical PC, and walking to the PC which may be a few rooms away, or one or two floors away. Big laptops are also hard to use in cramp places like standing on the bus, or a subway train which are usually packed full of people.

Google predicts in the video below that there would be less need for administration of computers in the future for average people who switch to Google Chrome OS mobile Netbook where software is created, managed, and updated by Google remotely at Google Headquarters rather then local Computer techs, and if your netbook breaks, you can just get a new one and you still have all your files because they are online.
