Is there a mod that is like the Phpbb homepage?

With the blue sidebar thing on the right with links and content on the left?

A mod that mimics this page - http://www.phpbb.com/about/ - exactly?

No there isn't though you can always look for some sort of custom page MOD.

It allows you to build a page and integrate it with the forum. You could then edit the template in order to create some sort of link sidebar like what they have on phpBB.com.
