$40 is a snag. I'd love a vBulletin licence. Can I really just buy this and have a lifetime vBulletin forum? It just seems a little sketchy, so I'm wondering if anyone has heard of or used this site.

Used vBulletin licenses sell at around that price, so yes. I wouldn't be surprised if it was legit (used vBulletin prices have been freefalling because more people are trying to sell a vBulletin license and there aren't as many buyers).

Usually, used IPB licenses are a bit more expensive from what I've seen (maybe $10 more). Previously, it was the other way around, before vBulletin's price adjustment. That's what really deflated the value of a used vBulletin license. Having said all that, usually used licenses are much cheaper than a new one.

As I said though, they'll never be anywhere near the price of a full-priced new license. Also, I did see quite a lot of used licenses going for under $50 (I've been there for over two years).

I'm not exactly sure, but I think my advice would be to ask around and find out if it seriously is legit. As they say, if something like this sounds too good to be true, it probably is. I've never bought a license before, new or used, so I wouldn't know. But that's my wild guess,, anyways.

Because it's secondhand and not coming from the original source, thus carries some level of risk. That always devalues something.
