Is This Scamming?

Let's say, a forum owner decides to arrange a contest with $300 in cash prizes. The contest gets over and winners are announced. Then the forum owner takes a long time (over 2 months) to pay the prize winners.

Do you think it is scamming?
 
Not really unless they don't tell you how long they will give you the prizes in..
 
I can say, I am arranging a contest with 1 million dollars in prize. Once I announce the winner, I say that I will take 60 years to pay the prize. How will that be fair?

Personally I think, this kind of thing is indirect scamming. If owner does not have money, then the owner should not arrange a contest.

I have met 2 extremely dumb forum owners (unfortunately they are members on FP forum too), who did not pay me or others on time, after we wrote so many posts for the contest. They obviously did not have enough money for the contest, but they arranged anyway.

That is a scam, plain and simple. I don't care what anyone says, if they say "I will give you your prize in x amount of months/years", they're scamming you. If someone is going to do a contest, they need to have the prize on hand to give immediately after a winner is chosen.
 
Yes it's definitely a scam. The forum owner should pay the winners as soon as the contest is over, with no excuses. If they had insufficient funds they should never showcase a contest with prizes being cash.
