Number of Members:
19 - This is fairly poor. Considering the forum has been going since september, you really should have at least broken the 100-member mark by now
Number of Active Members:
12 - This is even worse. The fact that you've now been established for a few months and only have 12 active members is actually extremely shocking.
Number of Posts (spam or otherwise):
104 - Extremely low. 104 Posts since december is abismal, the fact of the matter is, they're all really short posts.
Appearance (first impressions):
3.5/10 - Firstly, your "New Posts" / "No New Posts" don't display in my Internet Explorer (havent tried Firefox yet), which leaves me with the all-annoying white-box with the small red "X" in it. Secondly, your colour scheme (Red, Black and Bright-Green) is shocking and doesn't match at all. Next, your "New Posts" and "No New Posts" icons are far too small, and far too similar, which means that being able to seek out new posts becomes somewhat a challenge. I can't even see your "Forum Locked" icon.
Layout:
7/10 - The layout of your forum is actually quite good. All the sections of your forum are appropriately separated and seem to be in a good order. I would edit your "MySpace" section to "Social Netowrking" and have something like "Share your Bebo, MySpace, Facebook, Website, Blog or Forum with us" as a description. That way users have the freedom of promoting all kinda of websites, rather than just MySpace.
Moderation:
Well, i've got to give you an 8/10 for Moderation. Because your total posts are low, and you have very few members, it becomes easy to Moderate your forums. Your Mod :: User ratio is currently 1::4, which means you have 1 moderator per 4 users. Not bad, but you want to be careful you dont over-staff your forum.
Activity:
Well, at the Moment activity seems quite good, not sure how it's been in the past. Most of your sections show that posts have been made within the last few days, so it's not too bad.

I may have been wrong when i stated your forum had been online since September - I simply got this information from your user-profile on the board, and have come to realise this may not have been the date you launched the board.
Anyway, you really need a new skin and some new icons, it needs to be more user-friendly. At this easrly stage, i would also consider hiding all the forums from Guests, because let's face it - nobody wants to join an empty forum.
