Is VB Drafts a standard feature on VB 4 ?

I don't remember ever seeing any option to save drafts when I used still used vB. I'm not entirely sure though.
 
I don't recall seeing it on vB4 myself. I think the PM's have this feature, but I may be confusing it with IPB.
