We don't have a section for advertising and we don't allow members to post links/PM advertise. We do allow signature advertising though. It's pretty obvious when members only join up to promote their website/forum/etc even if they do post around in discussions. Some don't even bother to make an introduction.

We have a post requirement for people to send PM's as well as a post requirement to advertise in the correct area. It is against the rules to PM advertise, as well as linking outside of the advertising section.
We have a few obvious members who join, post enough to advertise and then leave which sucks but I think rarely does anyone check their forum out.
Which is why I do not join forums just for the sole purpose to advertise, of course I'm going to have my forum in my sig.. However I'm going to be posting at the forum because I like the forum.
