Joining other forums for member recruiting

How do you feel about those who join other forums to develop relationships with "target" members of those communities to privately invite them over to their forum?

Would you be fine with someone doing this on your forum?

Or do you consider it spam? But is it really? I mean, if a relationship was built and it became two friends, can it still be considered spam?
 
This is a tough one because you never know who is going to register with good intentions and who isn't. If they are an active member of the forum and contribute to the forum as well and have made friends, I do not feel that this is a form of self-promotion especially if the other person asked about their forum.

If a member registers and their first task is contacting people via PM about their site, that is very much so self-promotion and should be dealt with as soon as possible.
 
Most forums have an advertisement section and new forums can advertise there to attract new members, especially if they are offering some payment.
 
I don't see nothing wrong with it. In fact, that's how I got my members so far. However, though, I really need drummers and 2nd I need musicians (for drumming forum), but I highly appreciate anyone who joins and the forum has a lot to offer anyone.
