And how should I set up the off topic area?

It's a good layout to start off. You should start out small and only expand as the forum grows. Maybe you might wanna putting the Animé/Manga news as a child for Animé/Manga Discussion (or put a news for each as a child board in discussion).

It's the average layout, but that doesn't mean it's bad. I like it so far 🙂
