One thing you have to learn about link to link exchange how to pull traffic from where you are promoting it.
What i tend to see a lot is people making a site and posting it on a site that is almost exactly the same as theirs.

As good as it sounds this does not benefit you to a very good standard, sit there and ask yourself why would people come to my forum or website from the one it is promoted on when they are already on that "type" of site in the first place.
You need to go out and explore more because a lot of people dont tend to do this because they dont need to.

If i was on a World Of Warcraft forum to talk about the game and i seen another World of warcraft forum being advertised on the front page, the only reason i would want to go there is if its differnt from what i am already on.
Lets say my website is for advertising a poker website.
Now my aim is to pull in gamers who like to play a bit of cards on a friday night because they got nothing else better to do.
So where do i go to promote this?
You go out there and search this huge www for gaming websites that prefrably dont host poker, even sites that are not related to gaming, like a healthcare website or a website that sells books.
You might pull in a bit of traffic from sites that are similar to yours but if you take in to consideration what you have just read you will find that you will pull in a lot more traffic from where you are promoting.
