Forum regarding sobriety in your local community. Include the ability to expand to neighboring counties, towns, states, etc.
Niche forums are great. A forum for a specific product, game, event, etc is awesome.
Olympics are coming up. Maybe an Olympics forum where users can declare their nation and debate and share their predictions.
Forums for foreigners in your local area, state or country.
Forum regarding anything you have a TON of knowledge about that can become popular due to lack of resources from elsewhere.
Forum for speaking with foreigners/developing relationships and penpal partners.
Forum regarding your favorite artist/band as long as another one does not currently exist/succeed.
Forum regarding finding ideas for projects. Sections for forum development/ideas, creative writing prompts, etc - basically for people in your position that need help coming up with ideas. I'd be an active member.

Forum for whatever level of education you have. If you are a high school student, then a forum for high schoolers would be cool - Provide tips for academics, social situations, sex, etc - Also, finding advertisers to a huge community of members that are ALL in (for example) high school can't be that hard.
Come and go forum. A forum that is about things that are coming and going; internet, IRL, etc fads, trends, etc. This should be a flexible site, with the ability to change depending on social demand from your members.
Sports forum regarding special need athletes specifically.
Debate forum regarding one specific topic. For example, the destruction of a specific rainforest just south of where you live (random example). Niche.
Forum regarding a specific type of drug. Bath salts? Ketamine? Offer support for starting them, safe methods, getting off them, stories (horror, glorious, etc), self help, NA/AA areas, etc.
Forum on social culture, the pressures, the flow of society and how people follow their friends regardless of their personal beliefs. In essence a discussion board about getting rid of unneeded conforming.
A forum about quests in your favorite game. Just quests. Providing tips, help, gaming partners.
Roleplaying forum for your favorite movie(s) books.
Fan fiction for favorite movie, game, show, book, poem, author, made up etc.
Forum for upcoming musicians to share their music. Listening and reviewing other's music gives users forum points. Using those forum points they can get good reviews, an audience etc.
Forum about specific piece of software that isn't supported anymore by the creator/or doesn't have a great support system/discussion board.
Forum for poetry analyzing.
Forum for iPhone users. Team iPhone! This can be done for any other mobile device too.
Forum for household tips. Recipes, do it yourself guides, etc.
Forum for travel help and advice. Monetizing on this could include bringing in travel agencies and other organizations who may be willing to pay a lot to tap into your traffic.
Forum for simply ranting. Some people can't rant to people they know personally. Your forum may be their answer.
Forum that focuses simply on the design techniques of making websites.
Forum that has a good community and the sole purpose is to share links, videos, etc that they've found while searching the internet. Humor guaranteed 😀
Forum for reporting, discussing, and preventing spammers.
Forum that taps directly into a large forum's user base and provides them entire sections for discussions. For example, a gaming website may not provide sections for discussions about sports, politics, and other things. Maybe creating a sub site for those members to discuss these things and more would be cool. Note, I do not encourage directing traffic away from a site unless you have the administrators permission. For example, a Forum Promotion general discussion sub site would not be a good idea unless you had permission from FP's owners, administrators and sources of funding.
Forum that focuses on a specific product. For example, Logitech accessories; keyboards, mouses, etc.
Forum on nicotine addiction. Users could share about how they started using nicotine, how they got off, or how they're struggling to stop.
Forum regarding your favorite animal.
Remember back in the day on that research project you had trouble finding information and facts for? Perhaps a site dedicated to that topic. If the information is lacking, you could be every student's solution.
Forum for learning your language of choice. Invite native speakers, and those that don't know it yet. Then just discuss and help people learn your language!
Forum for discovering not well known media sources. Found a Pandora station that's pure awesome? Or how about a Youtube user that is awesome, but not well known?
Forum regarding a specific conspiracy theory that does not yet have a good central place for discussion. JFK, 9/11 for example are already well documented and conspiracy forums are numerous.
Forum solely about emotions, struggles, and dilemmas in your users' lives.
Forum for your Facebook friends that actually want to discuss serious matters. This would be a much more personal site; but allowing unknown people to debate and discuss is very possible.
Forum about currency and economies. You could discuss ways to increase in the value on things such as FP, or even US dollars.
Site like craigslist or another job hunting website...but for your local community only.
Forum about community service and things that users can do in their own local areas to help.
Forum for prisoners just released; ways to help them succeed and not repeat their previous negative actions.
Forum for war veterans; ways to lead them to success, happiness and a place for them to share their stories in a trusted environment.
Forum dedicated to child stories. Mainly for parents so they can discover new bed time stories!
