Norton blocked me from downloading a windows program which I downloaded from windows lol.

You have to think like Norton:
He downloaded something from someplace called "Microsoft". Since the terms "Micro" and "Soft" all deal with computers, this means it is a program. Oh wow, they host a lot of programs. Big nono. I see it is a EXE. Better not take any chances... DELETE.

I read on a software installation manual for software that it is recommended to temporarily disable your anti-virus when installing Windows updates, patches, and "known" good software to decrease the risk of your anti-virus blocking something important. When you are done, turn-on your anti-virus again.

That is why I recommend nobody use Norton or Mcaffee (when these programs first came out they were pretty good) but they have sense gone way downhill.

THT that is funny. I also find it funny that Norton blocked Microsoft!

I've downloaded Windows' programs before without issue using Norton. Make sure you upgrade though.

Let's all judge a program because of one mistake and glance over the thousands of times it saves your computer every day.
