You need to promote your forum more through social networks like Facebook, Twitter and LinkedIn to get more visitors to sign up and take part in active discussions. If you have cash, I would like to suggest you to buy some good banner advertisements from other well known forums. They are quiet effective in driving in traffic to your forum.
