we dont know what your forum is, so we cant give you feedback...
if its you one in the sig, the theme is horrible and that scares people away from your forum, also you on a freehost people prefer sites to be on paid hosting and have a nice easy simple domain.
Interesting topics, make sure you have members posting daily (either by exchanges or packages) this way your members have people to talk to, competitions for money are always good or even for a domain.
that's my point that without those primary things activity can't be expected
and if it's the site in his signature then there seems to be a mistake he is making as per the board stats there are 750+posts while from index page on counting the no. of posts is around 500 means either there are 200+ posts in secret sections or there is a stat booster and in both cases it might go against the popularity of your forum
Those 200 post you say are not fake mate they are from secret forums for mod and admin staff.
Well I am planning to pay once a month to change my domain and be able to change the design and banner of the site. I am able to change the style of the forum. Is the style like now really that horrible ?

That just contradicts itself. You are saying he (I assume) needs activity by having activity, when he is asking how to make the forum active. How does that work?
However, him making 500 posts still doesn't make the forum active, rather desperate.
Master, I suggest making friends with another forum member on another forum. Get to know them well, and then ask them to help. Thats what I done and I've come a long way.
a forum is like a show on tv if you show same episode again and again you will lose its viewers, you have to bring new every now and then to keep them interested.

You know people there expectation are just sometimes way to high. In that way forums that don't have a great layout don't get a chance becoming popular.
Most of the good stuff's been said already so I'll just add what I haven't seen said or emphasised yet....
New content and building on what you do have, but also, knowing just what it is that your members want the most and then providing them that. Most members will join, do a little then leave. comparatively few people stick around long term on any board. I'd keep the old 80-20 rule in mind here, because from what I have seen, it seems to be true: out of your active members, 80% of your posts get made by roughly 20% of those members. And people who sign up but never post don't count at all here.
So don't get discouraged because most members don't stick, that's true of any board. They drop like flies at my forum too XD The key is to keep working to replace them. Get feedback from those who do stick around, ask them maybe, whta they'd like to see more of. If you don't have a questions and comments board for feedback then make one.
And work...the advertising doesn't just stop once you get a few people. You have to treat every day like opening day.
