Merging and Moving Topics - How Strict?

How strict are you about merging and moving topics which have been accidentally re-posted, or are out of place?

Personally, I am pretty lenient on this. Most of my sections are pretty broad.
 
I do not move unless it's WAY out of place. I almost never merge unless there are 2 of the same topics being discussed at the same time.
 
I lock topics and link to the existing topic for duplicate/reposted topics, it's easier than merging and less confusing if replies would get mixed in together that may not make sense.

As for moving topics, I'll move them if they're on the wrong forum and my forum software actually lets me send a PM to the user who made the topic at the same time as moving it to let them know what happened. This way I can avoid that pesky "moved:" link in the old forum where it was posted. I hate that thing.
 
Any posts that are obvious copies (and against the rules to post a double topic) I would move it to our archival board and put it in that users User-notes. I wouldn't go ahead and straight away issue a sanction unless I can see it was a blatant or obvious copy of another topic.

As for merging, I will merge double or even triple replies together and onto merge two double topics, if they are posted by the same author, in which then I'd issue a warning as they are fully aware of what they are posting.
