Is it true most search engines ignore meta tags? And that it is useless?

If you completely read it, it says it is not entirely useful anymore. Algorithms changed and other factors come in.. do you think it is worth spending the time to do this?
Also, do you think it works/ever worked?
Also stuffing keywords like crazy; one example is watching a nice song on youtube then clicking "More Description" to see "boobs" one of the keywords.. Google and other search engines hate irrelevancy. Can stuffing keywords do more harm than good?
I'd really appreciate your answers.
P.S. can using a few meta keywords, say 3-5 per page be good?
It is certainly good in forums (where tags are allowed) when searching but how about search engines?
Most search engines don’t even read this tag anymore so it certainly does nothing for your search engine rank (at least for the search engines that really count.)
