First Impressions & Appearance
Your forum's theme looks fairly attractive. I wouldn't say that I'm personally a fan of the blue and dark gray combination, but those types of combinations seem to be fairly popular right now. One thing I recommend is to design a new banner/logo/thingy at the top that has your website's name. The one you have right now is fairly plain in my opinion. I think that a more unique and creative one might help your site stand out a little more. Aside from that, your theme looks pretty nice.
Your forum's activity, on the other hand, doesn't look as good at first glance. Your amount of posts and topics is pretty low, and you have quite a few empty forums. I recommend that you do some post exchanges so that you can boost your statistics and fill up your forums that are currently empty. Before doing that, you should probably start some topics in the forums that are currently empty to stimulate discussion in those sections. You can specify when you request a post exchange that you want threads or replies in certain areas.
Overall, my first impression of your forum could have been better, but it wasn't awful.

Site Layout
Your forum's index is quite long, and I feel that some of your forums may be unnecessary. The first thing that I suggest you do is to move General Advertising to the Offers category and delete the Advertising category. I feel that it fits with the other ads on your forum, and it will save room. I actually recommend that you delete VIP Advertisements altogether because you probably won't ever have very many topics in that forum. Perhaps you can offer VIP members the opportunity to have their advertisement topics stickied instead of having a forum dedicated to them (in fact, that might even get them more exposure on your forum). I also recommend that you turn the Diamond Market and Cash Market categories into one category called "Market" (or something along those lines). You can make a few forums under that category. You can then use forums and sub-forums to fill that category however you like. I wouldn't recommend going over three or four forums in that category, though.

Statistics and Activity
You currently have less than ten posts per day, and you have about ten posts for each of your twenty-five members. These statistics could use some improvement. Since your forum is still new, you should definitely remain optimistic. There is a good chance that you can turn around the inactivity trend on your forum. Since your forum seems to have some leanings towards advertisement, you should be sure to advertise on every promotion forum you can find. People who join promotion forums usually like to join more than one to maximize their advertising potential. You can look around FP for some tips related to SEO and other advertisement methods. You can also take advantage of post exchanges on Forum Promotion to boost your statistics, thus making your forum appear more active to prospective members.

Staff Moderation
Right now, you only have two administrators on your staff. You don't appear to need to hire any more staff members at this time. However, the activity could be better. One of the administrators on the site has less than one post per day. To stimulate activity, you two need to start topics on the forum and post actively. If there isn't content there for members to discuss, then they probably won't post. People are also sometimes shy to start topics in empty forums. You should start topics all over the forum to stimulate more discussion. You two appear to do a good job of welcoming new users for the most part, but there is an introduction topic that was posted on the eleventh of October that hasn't received any replies yet. Make sure you actively welcome all members. If they don't feel welcome, they probably won't stay.

Spelling/Grammar & Professionalism
I notice that you have some spelling and grammar mistakes on your forum's index. Starting at the top, your news forum is named "News and Accouterments." "Accouterments" is a word, but I don't think that it's the one you wanted. I think you were looking for the word "announcements." You also sometimes add an apostrophe when you make words plural. When you want to make a word plural (i.e. more than one), you just have to add "-s" (or "-es" for some words). For example, if you have more than one goat, you have goat
s. You only need an apostrophe when you want to make things possessive. For example, if you want to refer to something that's mine, you would use "Snobothehobo
's thing." You also have a few capitalization errors. You only need to capitalize proper nouns in the middle of a sentence. For example, you would capitalize "PS3" or "Xbox 360," but you wouldn't capitalize "templates." I hope these tips will help you.

Aside from the spelling and grammar mistakes, some of your descriptions are quite short. I recommend that you make each description one or two substantial sentences. Make sure the descriptions thoroughly describe what should be posted in each forum. Throwing in some creativity never hurts, either.
