The need for a mobile friendly website is becoming stronger with every passing year. The main balance is switching between dedicated mobile site versions to pure mobile friendly (responsive/fluid structure).
Now, with all this recent talk about Google and the penalties facing "some websites", it has clearly sent a lot of web developers into a tail spin. At the end of the day, it more than likely appears to be Google saying that they are going to penalise websites which are poorly written or so far out of date, they render BADLY!! on your average mobile device.
So, for now ... I wouldn't panic too much, if you have faith in the standard you code your websites to (with mobile compatibility in mind ... and validate as you go!).

People use mobiles for browsing because they want to save time. If a site takes too long to load, then there is no point of a mobile user visiting that site.
A website will not get penalized if it is not a mobile friendly website. Rather you will want to increase the popularity of your website by using a responsive design for mobile phones.
While the site won't be penalised for not having a mobile friendly site, if you do have one it will give you an extra boost with SEO and rankings. It also just improves your users experience overall.

Google does push down your rankings if it's not mobile friendly, as I believe they show more mobile friendly results when searching.
Being mobile friendly is something that pretty much everyone is trying to do; simply because it's better for the user. They can surf the site on their phone without having to zoom in, and it's a pain trying to surf something not mobile friendly. It'd be like having something way too big for your computer screen, so you have to use the horizontal scroll bar just to browse. It's becoming the new standard of websites, everything is mobile nowadays. (It looks way better as well, mobile sites with responsiveness tend to look better than sites that are not built on the new standard.)
Mobile friendly website is very good for SEO for the same reason. Two aspects of a webpage that Google considers in it’s ranking evaluation is Bounce Rate and Click Back.

Mobile friendly site really get high rank in search engines. But while making these kind of sites few things have to be keep in mind :
-You need to keep the page size small.
-Make sure that content of your page can be viewed easily.
