Honestly I think most software these days do a good job with being mobile friendly out of the box, except for MyBB. It's still behind and that's why I can't recommend the software currently.
 
I have used a few open source platforms and some of them were not very good for mobile devices. I did try responsive templates but they did not turn good. Currently I am on XF, and it is mobile responsive.
 
Start with a responsive theme that adjusts layout for different screen sizes, most modern forum platforms support this. Minimize clutter by hiding non-essential elements on small screens, and ensure buttons and text are easily tappable. Also, enable lazy loading and use mobile caching to keep performance smooth.

Enhance the mobile ux. Put mobile first. A great looking mobile site will also look good enough for PC users.

Less is so much better. The more theming, features, and customizations you do usually means longer loading times, less friendly navigation, and poor mobile first situations. Keep is simple, stud. 🙂 A positive KISS method LOL.

The main core feature and goal of your forum is to get active members who discuss topics - focus on that, not the theme.
 
I use the Jcink forum software, and it has a mobile mode that you access when you first visit the site via a mobile device. You can switch to desktop mode for more options. I'm slowly working on making the desktop mode of the default Jcink skin responsive.
