What would you do if you had a moderator for only one or two forums? Would you create a complete new group or add them as a VIP and give them those moderator permissions?

I would probably have the default Global Moderator group for the people in charge of moderating the whole site, and then have a Moderator group for those moderating 1/2 forums.

What type of forum software are you using? It's different to set up individual moderators on each software.

But you can add their default group to something else can't you? Or is it different?

No. To make someone a moderator of a specific forum, it has nothing to do with user groups.
For example, a Global Moderator can have access all over the board, but you can make any member a moderator of any forum, they don't need a special usergroup ( Though most admins do make a special usergroup for them just so members know that it's a moderator )

This.

I'd only worry about it when the forums really increase in activity though. Then you'd have individual people looking over each part of the forums and still have the Super Mods and Admins there just in case.

All my mods have "global" powers but are assigned to certain forums. This means if theres a spam post or a post that needs moving in a forum that they arent assigned to, they can still move it/delete it rather than having to wait for either an admin or the other mod to come on.
