Okay, so the question now is where in my coding do I add stuff to get links to show in the following spaces:

- A Banner above my Banner Jumble.

- Header Links above the Banner that's going to be above my Banner Jumble.

- Footer Links above the Copyright.

Just add an image html code above your banner jumble's code.

Just add the html code for a link above the banner above your banner jumble.

Open the styles/yourstylename/template/overall_footer.html and add it before the copyright.

A suggestion:

If you don't know the basics to running a forum, learn before you even consider opening a promotion forum.

Thanks. And I do know the basis of running a forum. I've done it before but this is my first phpBB3 forum.
