To answer your question, I would like to see a decent community, like Rok said. Yes it doesn't sound "constructive" at first, but how would one be able to achieve that? By non-totalitarianism moderation and a lot of flowing discussion.
On a design point of view, a fast forum, one that doesn't take long to load, but also a nice looking forum which appeals to the general consensus of about 25-35 year olds, which many (not here unfortunately) fit. You want to attract a community full of admins so you're going to get those grumpy admins so a community that is easy going is what I would like to see, and it hasn't been achieved anywhere yet at a successful level.
I was going to say a cat, or a tree or possibly a wall but that wouldn't work to your standards. Sorry little bit hyper tonight and just naming idea's from my head. Link developement, domains, hosting, tutorials, brainstorming as said.
Not to pick on what you just said but I would LOVE to see a decent blog to go along with your webmaster/community forum. There's a serious lack of good blogs that actually talk about this.
And just think about it: Google loves blogs and people love blogs. They provide great content and don't require the level of commitment As a forum (from a visitors point of view). Slowly introducing your blog readers to your forum community would be a great way to build an active membership and drive traffic.
One thing you should note is that you are asking a very, very small portion of the Internet, let alone FP itself. Just because we suggested something, doesn't mean we will participate at your forum. The things we put may hinder others to post, so I think you need to ask this question on about 5-10 different (meaning no other promotion forums being promoted here) and see what you come up with and then deduce from that.
