What are some ways that I can improve the skin of the site?

I am very much impressed with your current theme. The site is easy on the eyes, with blue color blending in very well with the overall appearance of the website. The heading of posts should be made black color as it will stand out more against rest of the content. Another thing I would like to focus your attention is on the font style, if possible get another font not the current “Delicious” font you are using. Don't change the blue color of the website, it suits really well, just edit few of the things I have mentioned above and you should be good.

What are some suggestions for the site's forum layout?

Remove the “Recent Post” section from the top of the forum. It creates confusion among the users. Also, there are around 40 forums, which is relatively high. Try to merge some forums so that it will look more tidy. Keeping the forum short will result in efficient posting by the users. There will be less confusion on which post to post where, so on and so forth. Keep it short and simple.

Does the primary navigation tabs flow with the site?

Yes. You have a wonderful job on the overall theme and interconnecting it with header menus and tabs. I really fell in love with the smooth color choice for the forum. A few modifications would make it a really great forum, appearance wise.
