Mybb 1.8 Spotlights

Hello,
I am curious to know if there is a way I would be able to create something like on index.php. You see a spotlights section with FOTM winner, SOTM winner, and Forum Redirect? If so how could I go about doing that. I know it may take some coding or programming, but how would I make it match my theme?
