Basically, the CHMOD is a fancy Unix way of describing permissions. Who can read, write, execute, etc. If you want to do this in cPanel (you can CHMOD multiple files and folders at the same time), what you do is you go to the file manager (preferrably the new one), and then you go to the files you want to CHMOD, select them, and go to Change Permissions. Something pops up and all you gotta do is check them all, making it 777 (the ones that need 666 would most likely work if it's 777). 777 means the program can basically read and write the program. Most forums need some sort of CHMOD feature for it to properly work.
