I find those almost like child stalking. You can't tell if a kid is going to be a good basketball player at 10. Guys like Calipari watching their games in 4th grade is disturbing. They should at the very minimum wait until they're in high school to offer scholarships and watch games.
 
To be honest I think 14 is the best age to scout the kid. I got scouted at 16 and my cousin was scouted at 14 (he unlike myself is a prodigy). It depends a lot, some kids are super good when they are young but others work harder than them and end up being 10x better at age 18.
It is indeed creepy but people don't want to miss out the chance to earn big.
