I'm not sure that I understand your question oa3d, but why don't you just ask your friend where his / her site is hosted?

Well, I don't think vBulletin offers hosting (correct me if I'm wrong), but either way, it will definitely have to be paid.

Did a domain to IP look up and came up with this IP address: 75.126.158.56

Punch it in your browser and you will see that sites login page.
