I think it depends on the category of videos like if you plan on making videos like FreddieW, Wong Fu Productions, YOMYOMF and Smosh, you may need to have a great camera and microphone to make good videos in the short film, and sketch comedy video category.
But, if you Video blog like Chris Pirillo, Olga Kay, iJustine, and Shaycarl, you could make videos which don't really require a very High Quality HD video camera, good microphone, and intense video editing skills since Vlogs are more for telling a story and giving advice on a topic while recording yourself. As long as the audio quality is good where people can hear your voice, and the video is clear enough to see the video, I think a lot of people will still watch vlogs if the story/content is good.
