So I have had my forum up since the 19th of October last year and so far 47 members have joined and out of those members only around 12 are active, every now and again I will get guests viewing the forum but they never sign up, the only new members I get are friends of the current active members and they eventually fade away too.
What are some good ways of making guests want to sign up?

You need to hire some moderators who can contribute more and more to increase the count of active threads on your forum. This will help to attract more visitors and help sign ups.

RH-Calvin has made a good point that increasing the amount of active threads in your forum would help however you do not need to hire moderators to achieve this in my opinion. Particularly here at FP you can boost the activity of your forum in a few ways...

Posting Packages - In this area you can spend the FP$ you earn by being active here in Forum Promotion and purchase a package to help boost your forum activity.

Post Exchanges - In this section you can coordinate with other members and do an exchange where you post on their forum and they post on yours.

Forum Cash Exchange - An alternative option to the Posting Packages area, you can offer FP$ to other members in exchange for forum posts.

Last but not least we have the Forum & Blog Services Marketplace - In this part of FP you can pay other members to post on your forum.

...so to go back and answer your question, I believe the best way to encourage new visitors to sign up is to make the forum look enticing. Make sure all of your boards have recent activity and don't forget to advertise your forum - it's a never ending process but it's totally worth the work in my opinion. 🙂

What's a link to your forum? The Review Team could probably give you a 5.0 analysis if you want. However, keep in mind that most guests are some sort of bot/crawler. They compile most of your guest traffic; especially if your forum has a good SEO score.

Anyway, content is always the best thing to go for. If you don't have any discussions for your future members to join-in-on, there's not a very good chance that they'll sign up.

Promote at least two people for forum moderation. You don't want to run a forum where more than half of your active community consists of staff members conversing with each other. Keep your standards reasonably high and only recruit people who are serious about pushing your forum in the most professional way.
