Also try and look after you current members because if you try really hard to get new members then you might forget about your current and you might lose them --- .

Find other promotion website (there are a core group), follow there rules and guidelines and you could earn a package, and also use their member/post exchange service.

If possible get in touch with a few old friends to keep your board active.
You can only get people by promoting.

I mean like don't forget about them and ignore them while you concentrate on getting new members or something else. If they ask for something try and do it as soon as possible. You could force your old members away if they feel like you don't care or if you take forever to reply to their PMs or not reply at all.

Also, make sure that your forum offers something to potential members. If someone comes to your forum only to find that there's very little there, then they're not going to want to join.
Most importantly, like Fowler said, keep promoting. Even when your forum is a year old, you should still promote! 😀
When you start out, your staff should be covering the forum while you spend your time advertising. Advertising is useless if you do it once a month or even once a week. You have to constantly put yourself out there.
To be honest I would say your time advertising to your time on your forum (assuming that everything is done, the layout, rules, forums, etc) should be around 70/30, simply because if you have good staff, they should be able to take care of it.
Post exchanges are a great way to get your member count up. You can start out with simple ones like 3/3 or 5/5 just to get the stats up a little bit, then you can go for ones like timster0 said, 3 a day or 5 a week.
Be sure to keep track of post exchanges too. Create a spreadsheet that lists all the forums with the number of posts you need to achieve each day and log them. Or you can set your Google Calendar (assuming you have Gmail) to email you updates whenever you need to post on a forum.
