If I were you, I would make your forum using phpBB3. It's a really easy-to-use program, and offers many great things that you can add to your forum. So if you ask me, I would say use phpBB3.

MyBB is the greatest forum software ever created. So simple, effective and sleek. The looks are much greater than any other, the mods are more quality and more quantity than some. The AdminCP is by far the greatest to use. You can monitor every person on the forum with ease as well as the mods. The quickness of it means you can be doing other things that are more important that will get you just that many more members and a higher post count or higher traffic rating. MyBB just blows the rest out of the water. It is also by far the most secure forum software also.
