New Batman Movie - Penguin: Who would you want?

If the Penguin was chosen to be in one of the new Batman movies who would you want to see play him?

Christopher Nolan has expressed his opinions in the past about including the penguin in his films and he is mostly against it. Along with Robin.

I honestly can't see anyone doing a good penguin, I don't think the penguin is a good character.
