The scroll needs to be removed and a static announcement needs to be in it's replacement.

Theme reminds me of wanting to go to sleep. A theme that stands out is better than a remake of a default forum software theme.

Yeah I wish I could...but it's a code. It views all guests as "guests". There is a forum where guests could post in and that explains the 16. I guess I'll remove it.
