I am creating a new anime forum. It will be called "Otaku Bulletin Board." It will have a TLD domain. It will have streaming anime and manga scans. Any questions?

Doesn't matter if it's done by "fans", they'll still sue you into next week. No matter how you slice it, the site will be classified as illegal and will face the usual, like not being allowed to be advertised here.

I should probably make note that i'm an avid file sharer myself, and actually own a toplist dedicated to warez sites. Just stop please, it's clear you don't have any idea of the law, and it's best not to embarrass yourself. I make no clainm that I know it word for word, but i've worked along side it long enough to know what the risks are. You are correct, Youtube is so massively full of copyrighted material they never make a dent when deleting it, but that doesn't mean that they don't. Also if you look at some cases where they only link to illegal stuff,but not host they can't be sued for it. They can however be given a fine I think..
