New webmaster/advertising section added

There have been 2 new forums added for Webmaster-related things, namely Webmaster and Advertising( http://gfxshack.jfbs.net/index.php?showforum=23 and http://gfxshack.jfbs.net/index.php?showforum=24, respectively). The Webmaster forum is for webmaster-related discussions, and the Advertising board is for, well, advertising. You need 25 posts though.
