Okay lets see here, I made sure that I only had a few categories as to not deter guests, I have a chat so people may talk to each other, and I have a good rule system, I've advertised and have my forum on a billion different search engines and yet still no one really signs up =/, I have 22 members so far and nothings going smoothly.

Not bad I'm not really feeling the theme on it but thats just me. Looking at your groups do you really need a 'Master Admin' and 'Support Admin' groups? I don't really see the point in them why not just combine it all into one group? everything else looks pretty good though.
But your forums don't have that much content if you wanna switch. It's not like a Brawl Domain or anything.
But Marc put out some good advice. For now, you could get away with free hosting if our buddy Chris Grigg still offers it (correct me if I'm wrong). Also, your icons are huge, and should generally be no larger than 50x50. It takes up too much space.
Also, in terms of professionalism, I highly do not recommend any usage of marquee. Especially for some visually impaired viewers, it's hard on their eyes and it isn't even in any of the HTML standards. Otherwise, good luck with it.
