Personally, instead of starting a forum I recommend that you just find and join one that you're interested in. (And if you want to help out, just ask that site's admin because I'm sure they could find ways for you to help their forum... And if you do want to be staff and you've helped them out, if they're looking they'll be more likely to ask you because you've helped them before.)
But don't just start a forum because you want one in an under crowded niche. In my experience, these are the types of forums that people often lose interest in very quickly because it turns out that they don't care that much about that niche after all and/or they get bored with their site.
If you're dead set on making a forum and won't listen to my above advice, your prospective forum needs to be something you're interested in, have an idea for how you could be different/set yourself apart from others (and not someone's suggested niche). Otherwise that site will pretty much be doomed to fail because you likely won't care that much about it, you probably won't want to work on it for very long. Everything regarding that site will feel like a chore and that's not what you want because that'll likely lead to burnout and abandonment/closure of that site pretty quickly.
Especially considering that forums can take years to get popular and even then it takes a TON of work to make that happen. Especially for under crowded niches because they're very often under crowded for reasons like:
1- they only have a small following (relatively few fans) to begin with,
2- they're about something that either has ended a long time ago or hasn't had a continuation since (like a TV show that ended after only a season or two, or a one off game like Legend of Dragoon). So there's realistically only so much you can talk about with them.
