I believe that it is a joke, not a misprint. Since smoking and dogs are not allowed separately, putting the two together would logically be "super not allowed."
Yes, smoking was also made illegal in public places where I live. But a lot of people lie and say that they're dog is a service animal for their mental issues so they can "legally" bring them in anywhere. You see it at Wal-Mart everywhere. I'm wondering when they're going to start asking for documentation and cut down on that.
