Non-english topics written in eng are hard to earn money on

Would it be harder earning money making a forum about something like "Japanese Soap Opera summaries", but the website is written in English, so most people from Japan can't understand your english, and a large percentage of Americans, and people from english countries probably won't be interested in your Japanese Soap Opera forum.

Not really. You would get excellent targeted traffic, with the specific niche coming to your site.
