Contrary to your thought, it is not high. Infact, the winner always gains. In other lotteries if you donate too much you'll lose a part of you're possible prize. But here, you can donate as much as you want, but as the winner you gain more 🙂
Plus I can't offer bonuses and sudden prizes in future if I don't have a source of firm funding.

So this is actually not high at all.
