First Impressions & Appearance - (Out of 20)
Your banner is what first catches my eye and it confuses me. How about a TV or something or a ton of different characters to signify it's a TV forum. It seems to much like a simpsons forum to me.
The theme isn't so good looking and to be frank you've got too many boards and the niche is confusing. I would significantly change the theme and banner, and make it easier to understand what the site is about.
That big ugly advertisement pops right into a guests face too being right under your banner. Ad's don't belong at the top, move it to the bottom.

Site Layout - (Out of 20)
That big advertisement as I said is a major turnoff, and I would suggest moving it to the bottom of the index.
Your board layout is confusing, first, in the Welcome section, I would suggest you move the " Introduce yourself " board to the bottom of the section, and move the site related discussion areas more above it. Introduce yourself should be at the top, but not at the top top of the forum.
As I said, the banner doesn't work with the forum having Homer simpson up there, I would suggest something else.
The " Off Topic " section leaves much to desire. I can't stress enough not to have so many boards being a newer site. Rename Media to Entertainment and then delete Music and move the posts into Entertainment. Website corner can go as a subforum of Technology, Sports can be a subforum of General Chat, and Graphics can be a sub forum of Technology.
The " Fun " section isn't too attractive either. Move the forum games as a sub forum of General Chat and make those point forum things as a sub forum of your site related topics ( at the top of the board).
Also, don't have a board for reporting things. This just causes more dispute. Having members discuss bad PM's in open boards is a no-no. Staff Applications doesn't need it's own board either, you can get rid of that and simply make a topic in announcements when you're looking for staff.

Statistics and Activity - (Out of 20)
Your board was founded on May 27th and has about 1500 posts and 25 users, this isn't bad at all, infact it's pretty damn good. Don't know what you were talking about with the activity being a problem.. it takes time to make a forum popular. Keep up the exchanges

You don't need anymore staff than you have now, so you're fine here. Staff is very active, and good at welcoming new members and posting responses.

Other than the ad placement, this section is an A+ all around. Spelling is all great as is professionalism.

Final Remarks:
Your site isn't too shabby at all. It's still a bit confusing as to what the genre is, I would clear that up with either text in the banner or something to that effect.
You're doing fine activitywise, again I am not sure what your complaints about me not talking about activity were. Forums don't take off overnight my friend!

The advertisement placement is also seriously impairing.
