Number of topics for a new forum?

Is there a certain number of topics a new forum should start off with? I've read that you should keep it simple to start but, then I think if it's too simple, no one will want to join and get involved.

What do you think? :idea:

Fill up the boards and dont let any board have 0 topics and 0 posts.
I suggest you get a friend who will hep you out 🙂
