Your Quick Review
Forum Pros:
I actually kind of like the banner (Offtopica and your description).
Nice sections. I have a general board/random board and we have some of the same sections. I guess great minds think alike! Anyways, I like the sections that you have. They just need to be a tad bit more active.
Forum Cons:
Way too many forums in one section. You have two categories and you have the majority of your forums in one place. Try organizing them a bit more. If you are going to stick with this organization (or lack of) at least alphabetize your forums. They are all a bit scattered right now and it does not look good with that long list of forums in the same category.
Skin is a little dull, and kind of looks 'amateur'. It just looks a little too simple.
You have a Games! section. I would recommend changing this to Forum Games. You should also make this section a sub-forum of General or an off topic chat. If your forum games section gets really active, it would look bad if your forum games section was more active than any other place.
Your graphics section's description is:
Post your graphics made in MS paint, Paint.NET, Gimp. And more. Maybe ask for a funky banner yourself!
I would recommend including Photoshop, Imageready, etc in that description. Most people who do Graphics (GFX) will use Photoshop and Gimp before they'll use MS Paint.
Final/General Thoughts:
Good board, looks like a good idea. Of course there are many competitors for you out there, so I wish you luck in your site.
If I were you I would definitely change your site's style/skin. However, your skin does not scare me away at all and it is something that I could deal with with ease if I was a member on your site.

Your banner is nice, and I like the description! I like how you have a serious section, which gives members and area to have a serious conversation.
What was disliked most about the website/forums:
Not a fan of your skin. I'm also not a fan of having your forum games area (Games!) out in the open instead of a sub-forum.
Also, it looks VERY disorganized.
