Offering FP for PayPal Verification Help

I need help verifying Paypal!
I either need:
A VCC (Virtual Credit Card)
OR
An empty PayPal

I need a VCC to verify my paypal as I do not have a bank account or credit card.
I am offering up to 300FP for a VCC and up to 500FP for an empty PayPal.
